The HKSAR Government has introduced ten major infrastructure projects in which two of them are cross-boundary railways. One of these two projects is a proposed high-speed rail link between the Hong Kong Airport and the Shenzhen Airport. Another one is the Hong KongSection of Guangzhou-Shenzhen-Hong Kong Express Rail Link. It has been a social consensus that the aim of the former infrastructure project is to raise Hong Kong’s status as an international aviation hub and the later one is to link Hong Kong into the National High Speed Rail Network.As these projects will involve huge cost of construction, in order to strengthen the economic integration between Hong Kong and the Mainland and facilitate the cross-boundary travels, it is worth to take careful consideration on how to fully utilize the potentials of these two infrastructure projects. Against this backdrop, our Institute set up a research group on the subject and aims to position these two cross-boundary railway projects strategically, propose the most efficient model of operation, and put forward relevant policy recommendations. The study report was published in April 2009.
