(26 April 2019) A seminar on "One Country, Two Systems in Hong Kong-Commemorating the 29 Anniversary of the Promulgation of the Basic Law", jointly organised by the Hong Kong Development Forum, was successfully held on the afternoon of 26 April, at the Lecture Hall of the Hong Kong Convention and Exhibition Centre.
Mr. Leung Chun-ying, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference and former Chief Executive of the Hong Kong Special Administrative region; Mr. Xu Ze, President of the National Study of Hong Kong and Macao and former Deputy Director of the Hong Kong and Macao Affairs Office of the State Council,Professor Cheng Kwok-Han, Vice-Chancellor and Chair Professor of the Department of Economics of Lingnan University of Hong Kong, Professor Wong Chack Kei, former full-time adviser to the Central Policy Unit, and Mr. CHEUNG Chi Kong, President of our Centre, attended the seminar. To discuss the political, economic and social developments in Hong Kong since the promulgation of the Basic Law and the implementation of "One Country, Two Systems" in Hong Kong.
In his speech, Mr. Leung Chun-ying, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference and former Chief Executive of the Hong Kong Special Administrative Region, mentioned that on 4 April 1990, The third session of the Seventh National people's Congress adopted the basic Law. so far, the connotation of "one country, two systems, Hong Kong people ruling Hong Kong and a high degree of autonomy" has been comprehensively and concretely stipulated in the basic Law. This also means that the implementation of "one country, two systems" in Hong Kong is not only a general principle and a major policy, but also a law with specific provisions enacted in accordance with the local conditions of the Hong Kong Special Administrative region (SAR). He stressed the importance of the basic Law and the importance of a comprehensive and accurate understanding of the provisions of the basic Law by the people of Hong Kong. The people of Hong Kong must be faithful to the basic Law and to the fact that the Chief Executive of the Hong Kong Special Administrative region (SAR) is elected by nomination by the nominating Committee and not by citizens.
In his speech, President Xu Ze recalled that the drafting process of the basic Law is both extensive and orderly, and that each article has been discussed repeatedly and has a high degree of transparency and public participation. He pointed out: with the promulgation of the outline of Guangdong-Hong Kong-Macau Greater Bay Area's Development Plan, in the process of implementing various measures, it is necessary to organically combine "adhering to the one-country principle" with "respecting the differences between the two systems." Open up a "harmonious but different" new way of development.
After that, Professor Cheng Kwok-Han, Vice-Chancellor of Lingnan University of Hong Kong, and Professor Wong Chack Kei, former full-time adviser of the Central Policy Unit and Department of Social Work of the Chinese University of Hong Kong, relied on detailed data and examples from an economic and social point of view, respectively. This paper combs the changes in Hong Kong since the promulgation of the basic Law.
